Furore amid ticketing hell

A COUNCILLOR has urged residents who were ticketed parking outside their homes to rebel against paying their parking fines.
Drivers parking on verges in front of their houses in Spur Road, Orpington, found their cars targeted by traffic wardens on Saturday February 25.
But councillor Jenny Powell this week accused the council of "scraping the barrel for a few extra pounds" and pledged to back any residents who appealed the £40 fines.
She said: "Residents have parked here for more than 20 years, which is far safer than parking in the road.
"No local knowledge has been used to understand Spur Road. It's a busy road with wide verges, the pavement was not impeded and there was no obstruction caused by residents parking on the driveways into their properties.
"I am urging everybody who received a ticket not to pay and to appeal. The local Liberal Democrat councillors will support the appeal, all the way to the tribunal, if necessary."
The Spur Road residents were penalised for parking illegally on crossovers and verges in between the road and their driveways.
A council spokesman said: "We have received a petition from residents on this issue which raises a number of issues that need to be clarified and resolved.
"As a result of this we are not enforcing the law in Spur Road at the moment, we are using our discretion, and the appeals that some residents have lodged are on hold.
"We are in a difficult position here because clearly the law is there to protect pedestrian, parents with buggies and the visually impaired. When it is brought to our attention what we have done is merely to enforce the Highway Code.
